Course overview

Public trust depends in part on the conduct of government and the ways institutions account for their decisions. Day 1 addresses ethics in administration, international practices and the connection between ethics, transparency and trust. Ethical choices can be difficult. Day 2 examines dilemmas, conflicts of interest and whistleblowing, using cases to explore the consequences of lapses and ways of encouraging and protecting ethical reporting.

Days 3 and 4 turn to accountability mechanisms, transparent decisions and operations, audits and oversight bodies, and citizen engagement, followed by corruption's effects on governance and society. Delegates consider fraud prevention, legal and regulatory tools and examples of anti-corruption initiatives. The final sessions develop ethics programmes and policies for public organisations, with leadership supporting fairness and integrity. Measurement and improvement of ethical practices accompany action plans for sustaining ethics and accountability in everyday work.
