Policy development begins with the public needs that government is expected to address. Work on Day 1 follows the lifecycle from ideas through evaluation, using needs assessments and evidence-based frameworks to set priorities. Research comes next. Day 2 examines data collection and analysis, cost-benefit assessment and the use of cases to inform decisions. Delegates consider how strategic, sustainable policies can support communities and stakeholders while meeting legal requirements and producing measurable outcomes.
Drafting on Day 3 connects clear, actionable documents with national and international frameworks and social, economic and environmental considerations, including equity, diversity and inclusion. Implementation on Day 4 addresses resource allocation and stakeholder coordination, together with risks, mitigation and other challenges in moving from design to action. The closing sessions establish Key Performance Indicators (KPIs) and benchmarks, monitor outcomes and assess effectiveness. Consultation and engagement support transparent, inclusive policymaking; lessons from successful and unsuccessful initiatives guide further refinement.
