Course overview

Host nations increasingly require oil and gas operators to use local manpower, manufacturing and services. Companies that fail to integrate these local content provisions into their business plans face operational delays and compliance penalties. Managers need clear strategies to build supplier capacity while maintaining project efficiency.

The training explores the current regulatory environment across major producing nations. This includes Brazil, Nigeria, Kazakhstan, Indonesia, Australia and China. Delegates examine how to draft local content management plans (LCMP) and formulate contracting strategies that match local capabilities. The programme details the procurement process, from tendering to negotiating local content provisions.

Delegates also review how to track and measure local content performance. The final sessions cover simulated tender evolutions, workforce nationalisation challenges and the use of the balanced scorecard to monitor compliance targets, alongside corporate social responsibility (CSR) initiatives.

Course objectives

By the end of the course, delegates will be able to:

  3. Manage local content regulations in key oil and gas producing nations
  4. Apply the latest local content calculation methodologies to project planning
