Public sector strategy operates through a complex network of stakeholders, partners and customers with different expectations. Each entity also has a role in higher-purpose goals and the competitive ambition of its jurisdiction. The programme examines that changing setting through the public sector strategy pyramid: national vision, its translation to entities, policy decisions, performance measures and initiatives delivered with partners.
National competitiveness opens the work. Delegates use Porter's model, international indices and citizen needs to consider themes and national outcomes. Planning then brings together strategy maps, SWOT analysis, the PEDESTL framework and stakeholder mapping, with vision and mission statements and objectives and Key Performance Indicators (KPIs) developed through a balanced scorecard tailored to the sector.
Policy development follows the strategic plan, from problem causes and policy types to options and assessment criteria. Initiative charters, impact assessment and delivery agreements address execution, accountabilities and collaboration between entities. The final work designs a Performance Management System (PMS), including validated measures, results analysis, reporting and collaborative operational and strategy reviews. Cases and activities draw on national and entity examples from the UAE, Singapore, the UK, the US and other nations to practise each part of strategy management.
