Construction projects require capital investment and working capital, with financial exposure continuing until completion. Interest-rate changes, delays that increase default risk, penalties and liquidity problems can affect the project's targets and stakeholders. The programme examines tools for assessing viability, financing a project and controlling its finances, using construction finance cases and detailed analysis of major risks. Planning starts with resources, direct and indirect costs and activity durations, including PERT, probability analysis and scheduling tools.
Funding choices come next. Delegates compare equity and debt, recourse and non-recourse finance, Special Purpose Vehicles (SPV), working capital sources and the cost of finance. Investment assessment covers payback, NPV and IRR, sensitivity and simulation, with targets for equity returns, economic growth and Value for Money (VfM). Financial control considers the Triple Constraints of time, cost and quality or scope, earned value, liquidity and debt coverage. Technical, logistical, environmental, economic and financial risks are assessed through likelihood and impact, including Cost Schedule Risk Analysis (CSRA), contingencies and responses to default, interest-rate and exchange-rate risks.
